SPARROW has been introduced as an online performance appraisal system for all government functionaries in Arunachal Pradesh. This system aims to bring transparency and efficiency to the performance appraisal process. The primary department responsible for implementing SPARROW is the Administrative Reforms Department.

Currently, SPARROW is being used for all APCS and AP Secretariat staff where some have enrolled and started to file their appraisal online, as well as other government departments are expected to come on board soon. This online system promises a speedy and transparent appraisal process for all government officials.

As of now, 51 departments have submitted their APAR forms, while 13 departments were yet to do so. Also, reminder letters have been issued to 13 departments as well as the National Informatics Center (NIC) has been instructed to integrate the APAR form into the SPARROW portal.

The SPARROW project is a positive and welcome step towards digitisation and efficiency in the administrative sector of Arunachal Pradesh, aimed to bring transparency and expedite the annual performance appraisal process.

Calling citizens to share their views on SPARROW and ways to witness its seamless integration into all government departments.

Performance appraisal has three basic functions:-
(1) to provide adequate feedback to each person on his or her performance.
(2) to serve as a basis for modifying or changing behavior toward more effective working
habits.
(3) to provide data to managers with which they may judge future job assignments.

It is an online portal for appraisal recording.
The main reason for taking such decision is to reduce the delay in paperwork bythedepartment
There are manysuch cases where the appraisal of an employee has stuck in mid way for several reasonsAs a result their performance rating lowered down as well
This is not only helpful to speed up the process but also it will be another step towards the Digital India.
Before this in thesuch online portal was introduced for the Indian Administration

Performance appraisal should be used as a tool for human resource development. Reporting Officers should realize that the objective is to develop an officer so that he/she realizes his/her true potential. It is not meant to be a fault-finding process but a development tool. The Reporting Officer and the Reviewing Officer should not shy away from reporting shortcomings in performance, attitudes or overall personality of the officer reported upon.

The Performance Appraisal Report is an important document. It provides the basic and vital inputs for the further development of an officer. The appraisee, the Reporting Authority and the Reviewing Authority should, therefore, undertake the duty of filling up the form with a high sense of responsibility.
